Blue Cross, VAC and medical cannabis: who pays what for Veterans?

For a Veteran, Veterans Affairs Canada (VAC) and Medavie Blue Cross often appear in the same file. Their roles are not identical: VAC sets policy and determines eligibility, while Medavie Blue Cross administers authorizations and claims on VAC's behalf.

Medavie Blue Cross's role

The VAC health care card uses the Medavie Blue Cross system. A registered provider can confirm an authorization and submit certain claims directly. When direct billing applies and the product fits the authorization, an eligible Veteran may avoid paying the covered portion up front. A price difference or ineligible purchase may still be their responsibility.

Medavie Blue Cross or Quebec Blue Cross?

They are not the same organization. The Canadian Association of Blue Cross Plans lists Medavie Blue Cross and Quebec Blue Cross as two distinct member organizations. For a Veteran's file administered for VAC, the relevant contact is the Medavie Blue Cross federal-program contact, not automatically the contact shown on a private Quebec Blue Cross plan. Always check the name and number on your card or authorization.

What the 2026 policy provides

Since April 1, 2026, VAC states a maximum reimbursement rate of $6.00 per gram or equivalent. Eligible tax and shipping may be paid in addition under the policy. If a product costs more than the reimbursement ceiling, the Veteran generally pays the difference. The standard daily limit is 3 grams; more requires additional medical justification and VAC approval.

The new VAC 1763 pre-authorization form

Since July 16, 2026, VAC has published form VAC 1763 for new pre-authorization requests. A physician or nurse practitioner, where permitted, may complete it for a request of up to 3 grams per day. Above 3 grams, VAC requires the form to be completed by a medical specialist with expertise related to the condition. Filing the form does not result automatically in reimbursement: VAC makes the decision.

Formats that may qualify

The policy covers several legal classes, including dried or fresh cannabis, oils, capsules, edibles, extracts and topicals, when supplied by a federally licensed seller and consistent with the authorization. Reimbursement is calculated using dried-cannabis equivalency.

The four-check pathway

• Clinical assessment — a physician or nurse practitioner decides whether medical cannabis is appropriate and authorizes an amount.
• VAC eligibility — VAC checks the connection to benefits and its program requirements.
• Medical registration — the document goes to a federally licensed seller authorized to serve registered patients.
• Authorization and billing — the seller confirms the file in the Medavie Blue Cross-administered system before an order.
