What the IVAC directive provides

Directive 3.8 from Quebec's crime-victim compensation authority states that certain medical cannabis products may be reimbursed when they are authorized by a physician or nurse practitioner to eliminate or reduce a physical disability resulting from harm caused by a criminal offence.

Documents named in the directive

The request must include, among other things, a copy of the medical document and the registration document from the licensed seller. The product claimed must follow the medical document. A clinical authorization or submission of documents does not guarantee a favourable IVAC decision.

What is excluded

The directive excludes consumption accessories such as rolling papers, pipes, vaporizers and vaping devices, as well as tools, accessories and other expenses related to personal cannabis production.

IVAC issues a written decision and retains authority to approve or deny the request. Coverleaf does not guarantee a prescription, eligibility or reimbursement.

IVAC, CNESST and SAAQ follow different rules

IVAC applies to certain people affected by a criminal offence. CNESST is a separate scheme for workplace injuries. SAAQ stated in 2025 that Quebec's public automobile insurance plan does not reimburse cannabis expenses because cannabis is not covered by the public prescription-drug plan. Does IVAC automatically reimburse medical cannabis?
No. The directive provides a possible reimbursement route for certain eligible people when its conditions are met. IVAC reviews each request and makes the decision.
Which documents are generally required?
